BILL PROJECT FOR THE FEDERAL INSTITUTE OF CONCILIATION AND LABOR REGISTRY; AND THE AMENDMENT, ADDITION, AND ABROGATION OF SEVERAL PROVISIONS OF THE FEDERAL LABOR LAW; THE FEDERAL LAW OF GOVERNMENTAL AGENCIES; THE FEDERAL PUBLIC ADMINISTRATION ORGANIZATIONAL LAW; THE SOCIAL SECURITY LAW; AND THE LAW OF THE NATIONAL INSTITUTE OF WORKERS HOUSING FUND (INFONAVIT), REGARDING LABOR MATTERS.
The important task of updating the administration of justice in all areas of human relationships to assure an effective legal protection to all people, that the Mexican State has undertaken these past years, has extended to the labor affairs with the publication made in the Federal Official Gazette of the “Decree in which several provisions regarding articles 107 and 123 of the Mexican Constitution, concerning labor matters are amended”, resulting in a thorough modification of the labor justice system.
This enormous reform comes as a result of the demands made by the Mexican people to have a better access to a near, objective, impartial, and efficient justice, which implies a broad examination of the institutions responsible of granting access to an effective jurisdictional protection and the proceedings followed by the labor procedural law the last one hundred years, as a result of the current status of the justice system in our country, without losing sight of its guardianship and social character.
The amendment suggests an innovative labor justice system that provides legal certainty to workers and employers and that increases productivity and economic competitiveness, as well as the life quality of the Mexican families. In this context, the proposed changes to the labor justice system will be specified from the three fundamental premises established by the constitutional reform.
